Global Insights: IAEA Director General Spotlights Non-Proliferation, Safety, and Security at Nuclear Law Workshop

IAEA Director General Rafael Mariano Grossi recently delivered keynote addresses at the "Nuclear Safety and Security in an Insecure World" workshop held in Washington, DC, from October 23 to 25, 2024. Co-hosted by Georgetown University Law Center, George Washington University Law School, and American University Washington College of Law, the event examined critical issues at the nexus of international nuclear law, non-proliferation, safety, security, and liability.


Grossi reaffirmed the IAEA's steadfast dedication to the responsible application of nuclear technology, rooted in its foundational principle of "Atoms for Peace." Since its inception in 1957, the agency has led efforts to convert nuclear threats into peaceful advancements, highlighting innovations such as small modular reactors (SMRs) and progress in cancer treatment radiotherapy. He emphasized that these innovations are vital for tackling pressing global issues, particularly climate change and food insecurity.


The workshop attracted a varied audience, including students, nuclear policy experts, practitioners, and legal professionals, all actively engaging in expert-led discussions on topics such as IAEA safeguards and non-proliferation mechanisms. Grossi emphasized that ensuring nuclear safety transcends technical issues; it is a shared responsibility that necessitates the involvement of all stakeholders, including the public, to cultivate trust and encourage investment in nuclear energy.


IAEA’s Legal Adviser, Peri Lynne Johnson, noted the workshop's significance in bringing together various stakeholders to address the complexities of nuclear law. The event culminated in a focus on “The Law of Nuclear Security amid World Challenges,” where Johnson discussed how legal frameworks can mitigate nuclear terrorism risks.

The IAEA is crucial in verifying compliance with international nuclear non-proliferation commitments across over 190 member states, promoting peaceful nuclear technology use. Participants also engaged in interactive Q&A sessions with Grossi, allowing a deeper exploration of atomic safety and international law implications. The workshop fostered dialogue and collaboration among nuclear stakeholders, underscoring the importance of robust legal frameworks for a secure and sustainable nuclear energy future.
